This conceptual framework and toolkit for measuring SRGBV has been commissioned by the U.S. Agency for International Developmentís (USAIDís) Bureau for Africa, Office of Sustainable Development, Education Division (AFR/SD/ED), under the Opportunities for Achievement and Safety in Schools (OASIS) program. In support of the USAID Education Strategy, the Office of Sustainable Developmentís Regional Development Cooperation Strategy (RDCS), and the United States Strategy to Prevent and Respond to Gender-Based Violence.

Globally, the OASIS program aims to contribute to reducing barriers to quality education and learning for students and out-of-school youth, focusing on school-related gender-based violence (SRGBV) as one such barrier. The OASIS program is designed to strengthen the capacity of USAID and other stakeholders to effectively address SRGBV by generating evidence, fostering better capability to generate such evidence, improving coordination, and increasing awareness. †
