This paper outlines a comprehensive approach to gender equality, including education as one of the elements. Gender equality is discussed from a market-based approach, considering the effects of women's rights on development and growth overall. The authors argue that in addition to targeted financing, timely and reliable data across countries on gender-specific indicators are necessary to monitor progress and identify trouble spots. This paper includes a few examples and case studies based on a sampling of Bank-supported activities.
